Construction and Demolition (C&D) Debris 

Many of the materials generated from a project can and should be recycled. Common C&D materials include lumber, drywall, metals, masonry (brick, concrete, etc.), carpet, plastic, pipe, rocks, dirt, paper, cardboard, or green waste related to land development.

Construction & Demolition Recycling Requirements

The Brea City Council adopted the California Green Building Standard Codes (CALGreen) which sets forth recycling requirements for construction and demolition (C&D) projects. CALGreen requires the recycling and/or salvaging for reuse of a minimum of 65% of the non-hazardous construction and demolition project waste. 

Waste Management Plan Applicants must comply with the CALGreen provisions and the City of Brea Municipal Code, Title 8 Chapter 8.29 (Construction and Demolition Waste Management).

What is the City's Required Diversion Rate?

The City of Brea requires that at least 65% of all construction/deconstruction waste generated within the City be diverted from landfills.

Will Staff Review my C&D Waste Management Plan (WMP)?

Yes, City staff will review the submitted Waste Management Plan to determine whether it fully complies with diversion requirements. The WMP must be submitted and approved by the Public Works Department before any permits are issued.

Steps for Submitting a Waste Management Plan

Step 1: Submit a Waste Management Plan to the Public Works Office via email to willw@cityofbrea.net. Permits will not be issued until the Waste Management Plan  is submitted and approved by the Public Works Office.

Step 2: Before final approval, documentation showing that at least 65% of project waste recycled must be submitted and approved by the Public Works Office. Documentation includes material disposed weight receipts and/or a report of the disposed materials from the recycling dealer/facility.

Republic Services – The City’s Franchise Waste Hauler

The City encourages applicants to utilize the City's franchise waste hauler, Republic Services, to ensure projects are in compliance with CALGreen and City Code requirements. The City requires the hauler to process all construction and demolition material in a manner that removes recyclable materials prior to deliver to the landfill. This eliminates the need for onsite sorting of waste by material type nd delivery to multiple processing facilities.
